(12/044) Excessive use of force by law enforcement officers…
Yılmaz Kuşçu (41) was seriously wounded after he was beaten by ten police officers on the grounds that he did not have an identity card on him in Körfez District of Kocaeli Province on 7 December 2009. He has been medically treated in Derince State Hospital’s Intensive Care Service and still in critic condition. Yılmaz Kuşçu’s family made an official complaint against the officers (Milliyet; Radikal, 8 December).

Bakırköy Heavy Penal Court No. 7 will hear the case on the incident in which Güney Tuna (21) was beaten in a park in Avcılar District of İstanbul Province on 3 October 2009. The prosecutor asked for an imprisonment up to 30 years against police officer Muhammed Bağcı who had beaten Tuna on charges of “torturing”, “tormenting” and “wounding” and 8 years for the physician Ergin Ertan who gave “healthy report” to Tuna on charges of “misconduct in office”. The prosecutor also launched cases against seven police officers on charges of “negligence in office” (ntvmsnbc.com, 8 December).

Yasin Özay (36) threw stones and broke the windows of the Democratic Society Party’s (DTP) General Centre in Ankara Province in the night of 7 December 2009. Yasin Özay was detained after the incident (bianet.org, 8 December).

Several incidents took place in the 31st anniversary of the foundation of Kurdistan Workers’ Party (PKKKurdish Workers' Party ) (27 November 1978) and in the demonstrations to attract attention to the prison conditions of Abdullah Öcalan in İmralı F Type Closed Prison.
Hakkâri Governor Muammer Türker stated that six out of the 12 people who had been detained in connection with the demonstration were arrested on 8 December 2009.
Twenty-five people in Adana Province and six people in Aydın Province were detained in the home raids of police teams on 8 December 2009.
Eight out of the ten people who had been detained in Batman Province on 7 December 2009 were arrested in connection with “attending in an illegal demonstration” on 8 December 2009 (Zaman; Gündem; ntvmsnbc.com; Milliyet; ANF, 8 December).
